Creepy Clown in Titletown

A decidedly creepy clown was spotted in Green Bay, Wisconsin, on August 1st of this year.  The clown, wearing a tattered circus jumpsuit and carrying black balloons was seen haunting the streets of the city at around 2am.  This is yet another in a string of unsettling clown sightings that have taken place all over the country.  It reminds me of the phantom clown hysteria of the 1980s, to be honest.  I can't help but wonder, if we had had cellphones back then, would we have captured similarly eerie photos of the nightmarish carnival terrorizing the country?  Or does this recent spate of weird circus sightings simply arise out of certain individuals' fascination with the same popular fear of clowns that led to the panic decades ago?  Is this their attempt to recreate the phantom clown phenomenon by providing the public with the nightmare fuel necessary to spark a new scare?  What do you think?
